- Number of pages. One page and ten pages are different amounts of work. Every extra page needs structure, content and testing.
- Design level. Template-based design is cheaper; custom design for your brand costs more but sets you apart from competitors.
- Functionality. A contact form is simple. Booking, user accounts, payments and integrations (CRM, accounting) add scope.
- Content. Copy, photos, logo and translations: when they are ready the project is faster and cheaper. If they are missing, plan for them.
- Number of languages. A trilingual site in Estonian, English and Russian is more work than a single-language one. Correct language markup and content checks take time.
- SEO and speed. A proper technical SEO base (structure, metadata, sitemap, speed) is work that the cheapest quote often skips.
- Deadline. A rush job costs more because other work has to be pushed back.
- Maintenance and support. Updates, backups and security are an extra cost if they are not included in the price.
One-off or recurring: what else adds up
The price of a website is not just the developer's invoice. Also count the running costs:

Two quotes that differ threefold can describe completely different work. Ask every provider:

- How many revision rounds are included and what happens after them?
- Who owns the domain, hosting and files, and can you take them with you if needed?
- What is the deadline and what happens if it slips?
- What happens after launch: support, maintenance, updates and their cost?
Red flags in a very cheap quote
- The price is far below the lower end of the market and the provider can't explain what is included.
- You have no access to your own domain or files.
- Revision rounds aren't mentioned because "changes are extra".
